Research has shown that for complex projects or programs to be successful it is essential to develop strong, broad based, collaborations between contracting parties throughout the supply chain. Traditional contracting approaches have been identified as a barrier to the development of the elements, such as trust, necessary for such collaborations. For contracts to be relevant in such projects and programs they need to be drafted in a manner that fosters a system of systems approach, recognize that change is a constant in such projects and allow for collective management of risk and uncertainty. The discussion will explore the problems inherent in traditional approaches to contracting and identify some potential solutions to those issues.
