Our Expert:Laila Pfau has over twenty-five years of extensive experience in public and private sector negotiations and contracting. Laila's experience has expanded from the Department of Defense to Aerospace and currently to the Information Technology industry with HP. Laila has worked at HP for the past 15 years and has led the Legal Process Outsourcing (LPO) efforts since 2006 when HP piloted the first LPO initiative. For the HP legal department, Laila has successively led several competitive acquisitions for HP's current LPO partners that were selected for Litigation, IP and Contracts and Procurement verticals. Currently, Laila is the Global LPO Program Manager implementing and deploying LPO support services in all three regions of HP.In addition to Laila's successful LPO management, she has extensive experience with negotiation of business and legal terms and conditions. She is familiar with the full acquisition life cycle; from requirements definition to solicitation/proposal preparation, negotiations, (including cost and price analysis), administration and close out. Laila has worked with small business goals stated objectives required by Federal Agencies, including SDB awards under 8(a) provisions, and extensive experience in Software Licensing negotiations for inbound licensing as well as customer facing for cloud delivered products and services. She has 'Hands-on' working knowledge of all contracting types including Performance Based contracting and was an active member of the NASA/Industry Process Action Team; in Washington DC in 1995 and 1996 under the leadership of Ms Deidre Lee, then the Associate Administrator for Procurement at NASA. Laila has managed several major Federal programs for contracts supporting NASA Johnson Space Center, DoD Agencies, and most recently, a US AID financed program for HP in Cairo, Egypt.
