Ebola outbreak: Is it a force majeure event?

There is no English common law doctrine of force majeure. Force majeure is a principle borrowed from the French civil code, whereby a party will not be liable for its failure to perform an obligation where this failure has been caused by the occurrence of exceptional events outside that party's control. If there is no force majeure provision in your contract, you will need to consider other remedies.
