As Founder and President, World Commerce & Contracting (formerly International Association for Contract & Commercial Management), Tim has built a 72,000 member worldwide non-profit association which increasingly influences commercial policies and contracting practices in major corporations and governments. In September 2019, he was presented with the Financial Times ‘Market Shaper of the Year’ Award.

Tim was until recently Professor and Chair, International Commercial & Contract Management, University of Leeds, School of Law, where he taught and led development of inter-disciplinary commercial programs.

Prior to founding World Commerce & Contracting, Tim was on the Chairman’s staff at IBM Corporation and led the development of worldwide commercial processes and skills. His early career included management roles in banking, automotive and aerospace industries, where he led negotiations up to $1.5 billion in value. He has served in advisory roles for government departments in various countries, including the US, UK, Australia, Canada, and Japan.

Stanislav Kablukov is a distinguished Procurement and Contract Management Professional with over 15 years of progressive leadership in strategic sourcing and contract lifecycle management. He currently serves as Senior Manager at the Dubai World Trade Centre and was recently seconded to the Virtual Assets Regulatory Authority (VARA), where he spearheaded the establishment of their procurement and governance framework.

Stanislav’s expertise spans across several categories: Virtual Assets, Facilities Management, Insurances, etc.

He holds Master’s degrees in both Management and International Law and holds several professional certifications: CCMAP, MCIPS Chartered, and ACIArb.

She is an experienced and accomplished commercial and contracts management professional, holding senior commercial positions at a range of corporate and multi-national organizations. In 2019 Sally was invited to become Chair of the Board for the Open Contracting Partnership (OCP) and in 2021 she was appointed Professor in Practice in Strategy and Innovation at the University of Durham Business School.

Yosr Hamza is a multi-award winning legal leader, founder, storyteller, caregiver, TEDx speaker, and inclusion advocate. 

She is currently the head of legal and director of legal & compliance at Gartner. With over 15 years of experience, she has led regional legal functions, built departments from the ground up, and advised global organizations on complex regulatory issues. Beyond her corporate role, Hamza is an advocate for diversity, inclusion, and disability rights. She co-founded the legal and compliance inclusion council at Gartner and volunteers her time mentoring junior professionals and promoting disability-friendly workplace policies. As a full-time caregiver to her son, who has a rare disability, she uses her personal experience to drive change. This also led her to co-found Yusr, an app designed to simplify life for caregiver families in the Middle East and North Africa, reflecting her mission to build a more inclusive world.

Mohammed Teleb is the Global Commercial Director at Celeros Flow Technology a PE–owned flow technology company serving energy, nuclear, defense, and oil and gas markets. He oversees $500 million in annual profitable contracts with leading energy providers globally. Leading 100+ commercial and application engineering professionals across four continents, Mohammed drives commercial and AI-enabled transformation initiatives to improve scalability, productivity, and risk management. With 25 years’ of experience in conglomerates like GE, Baker Hughes, Bechtel, and SIEMENS, he is anchored in business transformation and energy transition, with over $1.5 billion in projects developed across the Middle East, North Africa, and Turkey. Beyond work, he is a scuba diving instructor, and avid powerlifter, who also enjoys literature and live music

Khalilul Rahman is a Senior Sourcing Specialist with over 15 years of experience in procurement and contracts. At the Department of Culture & Tourism Abu Dhabi, Khalilul leads the consultancy and professional services category, negotiating high-value tenders and securing major agreements with top global firms. He brings deep expertise in government procurement and tender practices, successfully managing complex projects across multiple categories including consultancy, technology, and event services.
Known for driving cost savings and delivering value-added services, Khalilul has a proven track record in strategic sourcing, vendor management, and compliance with government frameworks. He holds CIPS and PMP certifications and an MBA in Supply Chain Management from Manipal University.

Mohamed Almenhali is a senior procurement and supply management leader within the UAE government sector, currently serving as Sourcing Section Head at the Department of Culture & Tourism – Abu Dhabi.
