An international, cross-industry career that has moved from corporate management to extensive research, advisory and capability development services to public, private and third sector organisations. Tim has lived and worked in the UK, France (3 years) and United States (20 years), building an impressive research and entrepreneurial record, with demonstrated commitment to delivering social benefit.

As Founder and President, World Commerce & Contracting (formerly International Association for Contract & Commercial Management), Tim has built a 72,000 member worldwide non-profit association which increasingly influences commercial policies and contracting practices in major corporations and governments. In September 2019, he was presented with the Financial Times ‘Market Shaper of the Year’ Award.

Tim was until recently Professor and Chair, International Commercial & Contract Management, University of Leeds, School of Law, where he taught and led development of inter-disciplinary commercial programs.

Prior to founding World Commerce & Contracting, Tim was on the Chairman’s staff at IBM Corporation and led the development of worldwide commercial processes and skills. His early career included management roles in banking, automotive and aerospace industries, where he led negotiations up to $1.5 billion in value. He has served in advisory roles for government departments in various countries, including the US, UK, Australia, Canada, and Japan.

Former Supervisory Special Agent (SSA) Devon P. Mahoney graduated from the Virginia Military Institute in 1992 with a Bachelor of Arts Degree in Business and Economics. Upon graduation, he accepted a commission as a Second Lieutenant in the US Army serving as a Field Artillery Officer at Ft. Wainwright, Alaska. In 1994, SSA Mahoney earned a Master of Science Degree from the University of Laverne in Organizational Management. In 1996, Mr. Mahoney was appointed to the position of Special Agent with the Federal Bureau of Investigation (FBI). During his career, he was assigned to the Las Vegas, Albuquerque, and Columbia Field Divisions where he worked criminal and terrorism investigations. In 2019, Mr. Mahoney retired and started New Market International Consulting specializing in providing training and investigative solutions to agencies working antitrust matters. Mr. Mahoney presently is under contract with the U.S. Department of Justice (DOJ), Antitrust Division, where he serves as the division’s Technical Assistance Coordinator and provides consultation on international investigations.

Manish Kumar is Chief of the San Francisco Office of the U.S. Department of Justice Antitrust Division. The office maintains both a civil and criminal antitrust practice, which includes international price-fixing investigations, civil antitrust investigations, and domestic bid-rigging and procurement fraud investigations involving the western United States. Mr. Kumar has served in various roles at the Department over the past thirteen years, including as Trial Attorney, Special Assistant U.S. Attorney, and Assistant Chief in the Antitrust Division.
