Summary

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our DIT commercial team delivering departmental objectives.Job description
This role sits within the Commercial Policy and Capability team, which is responsible for leading the commercial policy development and implementation across DIT and our imminently new ALB, the Trade Remedies Authority.
The successful candidate will have the opportunity to work directly across the department, across government and with suppliers in the delivery of your work and will be exposed to an exciting, challenging and diverse range of commercial challenges. This role reports into and will support the Head of Commercial Policy & Capability (G6) in developing and implementing commercial policies and standards that enable people across the department to undertake the commercial elements of their roles and ensure compliance with UK Government policies, supported by clear policies, guidance and templates.
The role holder will provide leadership, mentoring and support to wider commercial team members on commercial policy so that improvements and benefits are realised, and better ways of working delivered. This is about leading commercial policy change from the front and wanting to see that change embedded in the way we work.
Responsibilities
- Lead on all the high profile areas for government commercial policy implementation in DIT;
- Lead on commercial policy relationships across government including Cabinet Office, CCS, OGDs and the Government Commercial Function to build and implement a commercial policy plan to ensure our commercial policies are comprehensive and compliant with latest government policy covering the whole of the commercial lifecycle whilst ensuring they are appropriate for the department and provide an enabling platform for make it easier for people to undertake their roles;
- Provide active support to the Sponsorship team within DIT commercial for the review and development of sponsorship policies, guidance and templates;
- Ensure that our policies reflect the reality of how commercial policies apply to the department by liaising with all appropriate stakeholders to ensure that our commercial policies are known, understood and implemented; providing leadership, mentoring and support to commercial team members so that improvements and benefits are realised, and better ways of working delivered;
- Line manage one commercial policy Manager (SEO) and supervise fast stream resource as available from time to time;
- Keep abreast of changes to legislation and policy by keeping your own knowledge up to date and represent DIT at cross government commercial policy working groups, including Public Policy, Modern Slavery, SMEs and Prompt Payment;
- Provide advice, guidance and support to customers, suppliers and partners, in line with relevant legislation and best practice, to effectively underpin policies and standards;
- Identify, share and implement external and internal best practice so that policies and standards take account of current thinking / innovation / lessons learned;
- Maintain a very good understanding of your customers’ business and culture in order to design, develop, and implement policies and standards with consideration of the potential implications / impact across the whole business, including the emerging Free Trade Agreements being negotiated by the department;
- Support the SLT and the Business Management team to report on matters pertaining to commercial policy in DIT and respond to associated commissions;
- Work as part of the wider leadership team within DIT commercial to support an open and inclusive culture making it a great place to work and supporting the ongoing achievement of excellent scores in the people survey.
- Technical skills
We'll assess you against these technical skills during the selection process:
- Commercial Focus - Experience of working in a contract management or procurement role in a large complex organisation. Experience that has resulted in delivering great commercial outcomes and securing great value for money.
- Coaching Manager - Strong leadership ability which will effectively support both direct and indirect reports. Having the ability to coach, mentor and train others to ensure effective commercial practices are understood throughout the department.
- Decisive - Being able to make recommendations that stand up to scrutiny, in particular experience of shaping commercial policy and delivering commercial assurance.
- Market Insight - being able to evidence public sector procurement and government procurement regulations knowledge, being able to pass this knowledge on to support others.
- Builds Relationships - Proven experience influencing senior internal and external stakeholders. Tailoring communication style to the audience to deliver optimal results.
