Senior Procurement Operations Manager
Salary: National paying up to £104,000 and London paying up to £115,000

The Senior Procurement Operations Manager is an exciting new role, bringing together two teams that underpin our Procurement Delivery. This role is responsible for developing our tools and processes, ensuring compliance to regulations and policies, providing the visibility to plan, assure and manage our work. With a new Digital Procurement Tool and Procurement Reform, this is an exciting opportunity to join the Procurement Leadership- Team (PLT) and be instrumental in driving the function forward.
The two teams are Process and Performance Team and t responsible for:
- Developing and ensuring compliance to core Procurement policies and processes
- Development and management of our recently rolled out Digital Procurement Tool, Atamis
- Providing visibility of the procurement pipeline and delivery to help us plan, manage and assure and wider metrics to set standards for the function and measure Procurement performance
And the Supplier Management Team responsible for:
- Developing, managing and ensuring compliance with the Supplier Relationship Management and Contract Management frameworks and
- Developing our supplier risk management processes across the FCA
What you will be doing (the role)?
- Lead and manage teams of specialists to provide the procurement infrastructure that underpins procurement delivery
- Accountability for the design, development, maintenance and continuous improvement of best practice frameworks and processes, ensuring policy, regulatory and legal compliance
- Accountability for developing and providing departmental reporting on a regular basis to inform and manage procurement across the FCA and evidence the effectiveness of defined controls (this includes reporting into and responding to Senior Boards and Steering Committees)
- Work with the Chief Procurement Officer (CPO) CPO and PLT to develop and deliver the medium-term Procurement Strategy and Plan to increase the efficiency and impact procurement has in supporting the delivery of FCA’s priorities
- Provide guidance, direction and subject matter expertise to own team and colleagues across the FCA?

- We have launched our new Procurement tool (Atamis) and will add Supplier Relationship Management and Contract Management digital enablement going forward - this with Procurement Reform will be catalysts for taking the team to the next level
- Be a key member of the PLT and Finance Leadership teams

The skills and experience you will have?
Minimum??

- Previous experience of managing a Procurement Operations team in Public Sector or regulated environments
- Demonstrable evidence of driving and successfully implementing large scale changes in ways of working and roles and responsibilities within a team, a procurement or commercial function and across the wider organisation
Essential?
- Expert knowledge and experience in procurement process, MI and reporting best practices
- Ability to develop value adding supplier and relationship strategies for suppliers that are aligned to business and category and supply chain strategies
- Experience of development and delivery of Procurement strategy
- To engage with Business Stakeholders to develop stakeholder networks and management approaches that positively engage the support of stakeholders up to Board Level using sophisticated problem solving, communication and influencing skills
- Experience in overseeing business change to ensure the FCA understand the supplier management frameworks and how to ensure they are implemented and embedded as a best practice process, running meetings with senior stakeholder and Boards to ensure alignment
- Demonstrating a high level of knowledge, credibility, tact and diplomacy in influencing FCA business stakeholders and suppliers, acting as the custodian of how best practice should be delivered by team and wider stakeholder community
- Experience and judgement are required to tackle complex issues while being mindful of elusive or political elements (jobholders may encounter problems with no standard solutions and are expected to develop new approaches, while recognising risks and opportunities)
- Root cause analysis experience and the development of a continuous improvement culture in own team and with stakeholders across FCA
- Membership of the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent
