DEPARTMENT OVERVIEW

University of California Health (UCH) comprises six academic health centers, 20 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University’s students, faculty and employees. All of UC’s hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.

The Leveraging Scale for Value (LSfV) team is responsible for providing oversight of complex processes while executing targeted initiatives with the overarching goal of providing value through “systemness” across all of UCH.

Within various initiatives, the goals are increasing revenue, sharing best practices across the system, and achieving significant cost savings. Key areas of focus include:

POSITION SUMMARY

The Contracts & RFP Analyst will provide support to the broader LSfV team through: project management; RFP administration, and contract analysis, development, implementation and tracking. This position will assist contracts and RFP work in all areas of LSfV focus to include Information Technology, Revenue Cycle, Supply Chain, Laboratory, and Capital Equipment.

 

Responsibilities

Contract & RFP Administration: Overall analysis, management, negotiation, and support of the departmental and systemwide contracts. Participate in and/or lead cross-functional teams to facilitate multiple phases of RFP administration. Act as liaison among all levels of the organization to guide internal customers, including executive, IT, clinical, financial, and operational areas to make stellar business decisions.

Data Analysis: Develops RFP scoring metrics and analytics, monitors and administers scoring metrics. Translates the needs of stakeholders into contractual language, in collaboration with the Office of General Counsel, to ensure contract compliance with University standards. Develop, customize various Excel templates for pricing, and proposal evaluation to Identify areas of cost inefficiencies. Under general supervision, assists with constructing and managing Total-Cost-of- Ownership templates for external vendor engagements, in addition to pricing model and financial reports analysis to help measure & rationalize bidder pricing. Apply strategies for cost reduction, supplier consolidation, quality improvements and process efficiencies including understanding University demand for software/services, working with end users to consolidate needs and working to consolidate spend across different departments and supplier.

Project Management: Serve as RFP Administrator, establishing supplier evaluation/selection criteria and coordinating supplier due diligence activities. Creates initial RFPs and project manages to successful conclusions.

Stakeholder Engagement: Serve as the single point of contact (customers and suppliers) during RFP process leading pre-bid meetings, responding to supplier inquiries, etc. Adept at working with broad range of stakeholders for escalation and resolution of issues. Identify potential suppliers (including diverse suppliers), evaluating qualifications and internal support for inclusion. Participates in multiple UC system-wide committees. Regularly engage with peers at other UC Health hospitals to share best practices and insights.

 

Required Qualifications 

  • Ability to draft executive summaries as RFP’s are awarded and to keep audit compliant records.
  • Ability to support multiple on-going initiatives.
  • Five years of relevant work experience.
  • Advanced interpersonal skills to lead and work collaboratively and effectively with multi-disciplinary, cross functional teams.
  • Advanced written and verbal communication skills, including ability to positively interact with executives, providers and staff at all levels.
  • Advanced ability to develop comprehensive reports and presentations.
  • Advanced proficiency in Microsoft Office software and database applications (Word, Excel, PowerPoint, and Access).
  • Demonstrated leadership skills to motivate and influence others.
  • Ability to achieve measurable results in a diverse stakeholder landscape balancing competing and conflicting interests.
  • In-depth knowledge of business development concepts, best practices and functions.
  • Advanced analytical, critical-thinking and problem solving skills to assess complex issues and develop solutions.
  • Advanced planning, project management, change management, process improvement skills.
  • Ability to take direction from cross-discipline department leadership including Manager and Director level personnel and prioritize concurrent strategic departmental initiatives.
  • Must possess unique multi-pronged skill set to include adequate understanding and expertise of both contracts and RFP life cycle management.

 

Education 

  • Bachelor's degree in related area and / or equivalent experience / training.

SALARY AND BENEFITS

Salary: Recommended salary range is $109,000 - $127,300, commensurate with experience.
