'I think you will certainly see more senior level interest in contracts. More and more people will be drawn into the contracting process in government, because more and more services will be delivered by somebody else and not necessarily by the state. Even if they are delivered by the state, then that requires skills and tools similar to the formal contracting process. You'll see Boards and senior involvement in the contracting process, either helping to shape the contracting strategy or tracking whether the contract is delivering its value.'
